Civil–military cooperation for sustained peace

AFLI’s CIMIC work connected public dialogue, human-rights training, community feedback and practical confidence-building during disarmament.

Programme purpose

Building trust between communities and security institutions.

CIMIC was designed to strengthen cooperation between security agencies, civil authorities and communities in support of sustainable peace in Karamoja. Its four components combined public mobilisation and peace education; human-rights training for security personnel; support to Civil–Military Cooperation Centres; and community conciliation projects.

Reported contribution

The supplied project summary reports improved civil–military relations and joint public mobilisation and peace education. It states that AFLI continued working with security agencies and peace actors to build public consensus, mobilise communities and strengthen early-warning and response mechanisms.

Programme design and intended reach

The 2017 public leaflet sets out intended outputs rather than verified final results. These included radio, kraal and community dialogue; human-rights training for the UPDF 3rd Division and Uganda Police Force; cooperation centres serving four districts and 42 sub-counties; records of disarmed youth and alleged rights violations; and public accountability mechanisms.

5,000children intended to be reached through peace conversations
400 + 400disarmed youth and women peace actors proposed for community conciliation activities

The leaflet also anticipated engagement with 20 mobile herders, four “speaking classroom blocks,” greater community input into disarmament planning, revitalised voluntary gun collection and the transformation of raiding routes into peace corridors.
