Evidence summary
A parish-based route from selection to enterprise roles.
The programme mobilised and mentored young people across Moroto before residential incubation in poultry, piggery, aquaculture, cuniculture and related enterprise activities. Participants were organised around six complementary roles: producer, feeder, health promoter, vendor, marketeer and transporter.
What the records show
The April 2022 operational presentation records a selection process involving parish chiefs, six participants per parish, baseline and market surveys, induction and training progression. It also identifies practical constraints: insecurity, hard-to-reach areas, weak telephone coverage, limited access to national identification, gender barriers, disability inclusion and start-up finance.
A later AFLI programme summary describes a Farmers’ Service Centre as a continuing hub for inputs, skilling and marketing. The 2022 operational brief lists the centre among the next-quarter plans. The two descriptions are retained with their chronology rather than treated as the same point-in-time result.
Youth Entrepreneurial Skilling in the White-Meat Value Chain
A concise AFLI summary of the partnership, 108 participants, six value-chain roles, programme goal and reported livelihood pathway.

The 2025 Kobebe Youth Declaration extends the evidence context beyond the original enterprise programme. Pastoralist youth call for productive assets, stronger rangeland value chains, youth-led innovation, secure mobility, One Health approaches and formal participation in decisions affecting land, investment and pastoral livelihoods.
